From the siege of La Rochelle to the battlefields of the Thirty Years' War, Cardinal Richelieu stands out as one of the great architects of French power. As chief minister to Louis XIII, he understood that the authority of the kingdom had to be strengthened both within France and beyond its borders: by curbing forces that rivalled the State, breaking the Habsburg encirclement, and placing France permanently at the heart of European affairs.

This pragmatic policy, founded on national interest, the art of alliances, and the rejection of any continental hegemony, foreshadowed the principles of modern diplomacy.
